Step For Achieving Universal Primary Education: MDG 3
Education is the backbone of national development and is widely accepted as an instrument of social change. India has been an active partner in the worldwide movement for education for All that began in 1990 in Jomtien followed by Millennium development goals. The important issues which need immediate attention to achieve MDG targets in Education are as follow.
Access to education is the fundamental right of all children. It cant be solved unless a separate strategy can be worked out for disabled children, children living in rural areas, children belong to social and religious minority groups and girl child.
High drop out: The drop out rate in primary classes has been decreasing steadily. However it requires intensive efforts through innovative experiment to reach the target.
Quality bench marking is an important challenge. It can be achieved in terms of school infrastructure, teaching learning material, curriculum, teacher competency etc.
Reducing Gender gaps: Without addressing the gender gap with specific category based on caste, class and religion, the UEE will remain an unfulfilled dream.
Access to Educational Technology: The UEE goal can be achieved by the use of technological tools like ICT, video conferencing, web based learning, online program etc.
Governance: Here the good governance includes support of government policy, active role of local government, effective school administration and role of judiciary.
Multi-Stakeholder Paricipation includes active participation of central governmnet, state government, local government, private sector, CBOs and NGO.
Need for a strong delivery mechanism
28.05.2007 This article articulates the need for funders and aid donors to rework their polices on long-term commitments for supporting national plans on health and education as the services are not getting delivered properly.

20.02.2007 The problem lies altogether with the incorrect understanding of the concept of pre-primary education. It is submitted that pre-primary education is in fact not a formal education as is commonly understood but is only a play way education. It is well known fact that the children are sent to play way schools as early as of two years of age and the same is gaining ground.
